Replace a fuse only with the same rating. A blown fuse that blows again is telling you about a short or an overloaded circuit, not about the fuse.

Which fuse is the fuel pump on the Civic?
Interior fuse box, number 29, a 15 A fuse labeled FUEL PUMP. If the engine cranks but the pump is silent, check it first, then the fuel pump relay and the pump itself.
